Mr. Giardelli is President of John Richard Associates, Inc. He has over 25 years of experience in the management of telecommunications and information systems. His experience ranges from hands on technical support of various voice and data telecommunications systems and networks to the implementation and management of complex integrated global networks with responsibility for day-to-day operations, strategic and tactical planning with staff and budgetary responsibility. He supports JRA engagements in the areas of public and wireless communications; tactical and strategic planning for domestic and international networks; network design, procurement, implementation and management support; general information technology consulting; and large scale project management.
Prior to joining JRA, Mr. Giardelli served for seven years as an Associate IT Director, VP Telecommunications for Barclays Group, Inc. where he was responsible for the strategic planning and deployment of voice and data systems throughout North America as well as the procurement and implementation of wide area voice and data services for the entire Barclays PLC global banking and brokerage network. At Adler Coleman & Co., Inc., a NY based brokerage firm with locations in all major US money centers, Mr. Giardelli served as Telecommunications Manager. There he reported directly to the CEO and was responsible for all aspects of managing the voice, data and market data infrastructure. With Walsh-Lowe & Associates, Mr. Giardelli served as an Associate Consultant and managed projects for diverse international clients including The Port Authority of NY & NJ, Financial Institutions Network & Information services, British Telecom, Army Air Force Exchange Services-Europe and Shearson/American Express.
Mr. Giardelli began his telecommunications career at New Jersey Bell where he served for a decade as a Central Office Technician, responsible for the repair and maintenance of central office based exchange and transmission systems. He subsequently held a variety of telecommunications management positions for companies such as American Cyanamid, General Instrument and Manufacturers Hanover Trust.
Mr. Giardelli attended Fairleigh Dickenson University where he majored in Business Management and Computer Sciences.

Mr. McGuire is an Associate Consultant with John Richard Associates, Inc. After graduating from Niagara College he began his career in telecommunications. In 1973 Mr. McGuire joined New York Telephone as a Business Office Representative where he gained experience with outside plant engineering and supported various marketing efforts. From 1977 through 1984, Mr. McGuire worked for IT&T and Continental Insurance where he was responsible for implementing large scale PBX's and voice network design, implementation and management. In 1984, Mr. McGuire accepted a position with the Rolm Corporation as a National Account Manager for several large corporate customers.
In 1985, Mr. McGuire began his consulting career with Walsh-Lowe and Associates where he was initially responsible for coordinating the delivery of all voice, data and market data services to a new construction site at New York's World Financial Center for Merrill Lynch. In this position, Mr. McGuire was involved with the early deployment of LEC bypass and fiber optic technology.
In addition to his management of the Merrill Lynch engagement, Mr. McGuire also supported major relocation projects for other financial institutions. These projects required Mr. McGuire to evaluate requirements, identify alternatives, recommend and select cabling, voice (PBX and turret systems), data and market data hardware solutions and coordinate installations and service delivery.
In 1988, Mr. McGuire was assigned to manage implementation of the telecommunication infrastructure for Canary Wharf in London. This project involved the construction of eight office buildings and Mr. McGuire was responsible for designing and coordinating the installation of alternatively routed and diversely provisioned telecommunications infrastructures.
In addition to spending three years in London supporting the Canary Wharf project, Mr. McGuire also supported other international projects. In 1993, he participated in the design of the telecommunications infrastructure for the Twin Towers office complex in Kuala Lumpur, Malaysia. Most recently, Mr. McGuire coordinated the implementation of an integrated global telecommunication network for Barclays Bank PLC which included voice and data service deployment to over eighteen locations in the US, Europe and the Pacific Rim.

Mr. Patalano is an Associate Consultant with John Richard Associates, Inc. Mr. Patalano's career in Communications Facilities Planning began as a designer for an engineering consulting firm based in Long Island City. With projects primarily in New York City, he was responsible for performing various steps of the design process for Building Wide Communications Systems.
In 1982, Mr. Patalano joined the Wilke Organization, a consulting firm in the Communications Technology industry. As a design engineer in the telecommunications division, he functioned as a Communications Facilities Designer to major architectural and engineering firms. His responsibilities included the design of voice, data and market data equipment room layouts and determining the power, heat and structural loading for input to the Architect and Mechanical and Electrical Engineers. Mr. Patalano has a background in Design Drafting and Computer Aided Design.

In 1987, he joined Walsh Lowe and Associates, another consulting firm in the communications industry. There Mr. Patalano developed and managed the design department and performed all steps of the beginning to end design process for building- wide communications distribution systems. Projects Mr. Patalano was involved with included the identification and documentation of cable distribution systems for Merrill Lynch at both the World Financial Center and the Princeton Headquarters. In addition, he designed the communications risers and lateral distribution systems and equipment for Columbia Savings and Loan, U.S. Trust, Spiegal Headquarters, Chicago Title and Trust and multiple Olympia and York Buildings.
Mr. Patalano was also the lead system designer for the cable management of the communications facilities at Canary Wharf-a major 12 million square foot redevelopment project involving miles of telecom infrastructure in the London Docklands.
During his career Mr. Patalano has acted as a project manager on major relocations and has established valuable contacts in the industry. He studied architecture and engineering at City and Queensboro Colleges and holds an Associates Degree in Mechanical Technology. He is presently a member of the Building Industry Consulting Service International (BICSI).

Kerry I. Thompson
Mr. Thompson is an Associate Consultant with John Richard Associates, Inc.
and Managing Director of JRA UK Limited. Mr. Thompson began his career
in telecommunications in 1980 as a Technical Manager for Barclays Bank PLC.
In this role, he was responsible for the design and implementation of global wide
area networking. During his 20 years with Barclays, he moved up through a variety
of management positions within the area of technical management within the bank.
As Assistant Director of the bank’s network services department he was responsible
for the production and issuance of an invitation to tender the leading global network
service providers and the subsequent evaluation, selection and recommendation of
suppliers to Barclays Senior Executives. The evaluation process required technical
business and legal expert evaluations. As part of this effort, Mr. Thompson managed
a project team located in both the United Kingdom and United States. Selected and
retained specialist consultants and lawyers in the United States and United Kingdom and
developed, negotiated and completed detailed legal contracts and service level agreements
on behalf of Barclays. The internal (Barclays) project team managed during this project
was drawn from multiple business unites and required close matrix management.
Mr. Thompson was moved to the Corporate Business Development team in 1997 to participate in a group who’s mandate was to explore the future business environment in order to identify potential threats to and develop new business opportunities for Barclays. This project covered applied research, concept creation, business development, and testing and evaluation of commercial proposition (e.g., joint venture opportunities) with specific focus on Electronic Commerce (EC) and the development of E-Business and E-Commerce strategies for all of Barclays Global entities.
Mr. Thompson was also responsible for the management of Barclays participation in the Global Trust Organization initiative, which recently culminated in the establishment by eight of the world’s leading banks in “Identrus,” a business set up to establish a global trust infrastructure for business-to-business EC using public key technology. Identrus was voted “No. 1 Most Significant Deal” in 1998 by Future Banker (in American Banker magazine). Barclays was recognized as a leader of business and technology input to the venture.

Robert Pfarr is an Associate Consultant with John Richard Associates, Inc. His career in communications began with the New Jersey Bell Telephone Company in 1970 as a Customer Sales Representative. Over the course of twelve years he held various positions in the Marketing Department including Voice System Sales Consultant, Data Communication System Sales Consultant and Data Technical Support Consultant.
In 1982, he transferred to AT&T as an Instructor where he taught several courses including Data Communications Network Analysis & Design, Traffic Theory: Transmission Principles and Voice Products System Design. He remained in this position for two years and was then transferred to the Computer Systems Division where he was responsible for establishing and managing a training group to develop and deliver technical training on AT&T computer products to AT&T service technicians and authorized resellers.
In 1987, Mr. Pfarr left AT&T to join Walsh Lowe & Associates, a telecommunications consulting firm, as a Project Manager. During his tenure at Walsh- Lowe he managed several major relocation projects for firms such as Merrill Lynch, Shearson Lehman Hutton, Spiegel Corporation, Chicago Title and Trust, Bristol Myers Squibb and American Home Products. His responsibilities for the majority of these clients included development of voice communication system bid specifications, issuance of a request for proposal, analysis of vendor bids and presenting system recommendations to the client.
In addition to the relocation projects, Mr. Pfarr directed an international study to determine the current status of telecommunications in Hungary for a major U.S. based multinational corporation. Most recently Mr. Pfarr has been the project manager responsible for the implementation of a new telephone system being installed at Lehman Brothers in Jersey City, New Jersey. He is currently assisting Lehman Brothers in the daily voice, data and cabling related activities for both Jersey City and the World Financial Center locations.

Mr. Stevens is a Vice President Consulting Services-Western Region with John Richard Associates, Inc. He has a broad range of management, marketing and sales experience. He is currently assisting JRA with the marketing of Payphone Services for the State of California.
For the past two years Mr. Stevens has been the Senior JRA Account Executive for the State of California. In this role he has assisted State, County and City Agencies to join the State's payphone contract. Mr. Stevens has provided customer care and marketing oversite services and is highly regarded by the State's telecommunications division.
Prior to joining JRA, Mr. Stevens ran his own consulting firm which provided service to a wide range of clients. Mr. Stevens has also been employed as a sales and marketing manager to help companies promote various products and services, including AT&T long distance and Pepsi products.
Mr. Stevens attended California State University, where he majored in Criminal Justice.

Mr. McConnell, an Associate Consultant, was the Director of Marketing for Bell Atlantic Public Communications, where he directed all management and non- management training in marketing, sales, business office functions, data support, advertising, and DMDR campaigns. He developed the market plan, directed sales conferences and personally controlled all interexchange carrier negotiations for major contracts. Additionally, he was responsible for the implementation of all new public products and services and directed systems cutovers with Bellcore and Bell Atlantic MIS organizations, coordinated telemarketing activities and provided guidance to all market research for public communications.
Prior to Bell Atlantic, Mr. McConnell was a division manager for Bellcore and was instrumental in the transition from AT&T to the divested Bellcore and BOC public communications organizations.

Ms. Stinson is an Associate Consultant with John Richard Associates, Inc. She has a broad range of customer service and management experience and is currently assisting JRA with the marketing of Payphone Services for the State of California. Ms. Stinson has successfully assisted the State of California grow its public communications business in Southern California. Ms. Stinson has provided customer care and marketing oversight functions and is highly regarded by the State's telecommunications division.
Ms. Stinson attended Orange Coastal College, where she majored in Business Management.

Vincent Geiger
Mr. Geiger is an Associate Consultant with John Richard Associates, Inc.
He began his telecommunications career with Manufacturers Hanover Trust
Company in 1981. Working in the New York Corporate headquarters of this global
banking entity, Mr. Geiger managed numerous voice and data projects for the
bank, its subsidiaries and affiliates. In this role he managed a staff of
telecommunications professionals responsible for documentation and
management of large corporate systems.
In 1989, Mr. Geiger moved to San Diego to pursue an entrepreneurial opportunity within the telecommunications field. As founder of Alltone Communications, Mr. Geiger supported a wide range of client needs in relation to the implementation of telecommunications systems and networks. In 1991, Mr. Geiger developed a relationship with Coast to Coast Communications. Mr. Geiger has an impressive track record in completing projects on time and under budget.
Mr. Geiger joined John Richard Associates, Inc. in 2000 and is supporting various project activity in the Western United States. Mr. Geiger attended New York University where he majored in Business Management.
